Story: PYR0D-338 follow-up - quota-axi 0.1.55 needs --full for percentUsed

quota-axi 0.1.55 renders only resetsAt and percentRemaining in its lean --json window. percentUsed appears only under --full. bin/fm-land.sh (the quota-ceiling landing) and bin/fm-quota-reset-sentinel.sh (the reset notice) read percentUsed, so on the installed version both silently saw no meter.

• Both now read quota-axi --full --json. This is the fix the live home has carried as a local edit, now upstreamed, so the home can fast-forward onto the PR 38 merge without discarding it.
• No other caller in bin/ reads percentUsed from lean --json.
• Tests fake quota-axi 0.1.55's lean and full renders, and prove the lean-only read is unreadable (used=- resets=-) while --full restores the percentage and reset ETA.

Validation: the no-mistakes pipeline passed at d216ccd2.

quota-axi 0.1.55 demotes percentUsed out of the lean --json render, leaving
only resetsAt and percentRemaining. fm-land.sh and fm-quota-reset-sentinel.sh
read percentUsed, so on that version the landing record lost its meter and the
reset sentinel never saw the window reset. Both now call quota-axi --full --json.

No other bin/ caller reads percentUsed: fm-dispatch-resolve.sh,
fm-procevent-quota.sh and fm-quota-choose.sh read effectivePercentRemaining,
which the lean render keeps.

The land and sentinel test fakes now render like 0.1.55 (percentUsed only under
--full) and match --json anywhere in argv, so a lean read fails the suites and
the wedged-meter tests still exercise the hang. A new case in each suite pins a
lean payload as an unreadable meter and the --full payload as a good read.
